RISE 4: Unable to save NTP server settings

Issue:

Users cannot save the primary or secondary NTP server fields.

Resolution:

There was a change made between RISE 3 and RISE 4. In order to save the primary and secondary NTP fields in RISE 4, the NTP server MUST be reachable on the network. If the NTP server is unreachable, you will not be able to save.
